Unfortunately, the answer to this question is no. You can't buy specific clothes for Deek, nor do you have any means of customizing his appearance (things like game mods notwithstanding).

There is a reason for this that has its roots in the established lore of the wizarding world. You see, house elves are unconditionally submissive to their masters or employers and are completely beholden to their wishes. The only way to free them from their bondage is to give them your own clothes to replace the old pillowcases they usually use. If Deek breaks free from his bondage and escapes somewhere, he'll ruin the story progression.

Also, it's a rule that only a house-elf's master can gift them clothes and set them free. Deek is just your friend, not your servant; he is first and foremost a Hogwarts employee, and you two only know each other because he was doing Professor Weasley a favor. Ergo, even if you could buy Deek clothes, you really have no right to give them to him, and he probably wouldn't accept them.

It's a shame you can't do something nice for a friendly character, but unfortunately that's how the whole house elf thing works. You can still do him favors and such, though, and you should, because he's a nice guy.
